Victoria already had a level 5 larvitar, but she didnt find it, he found her. She was on her way back to see Professor Oak to show him her new friend

Ty was getting comfortable when he then spotted someone running like a looney toward the Poke center, he pointed it out to Victoria, she then looked and set Ty in the chair and opened the door, the Looney turned out to be none other then Professor Oak

Cassandra was walking in from the back with Cynder when she saw the battle going on, though she didnt want to join she did watch, she was already a gym leader and was curious about which was the better of the two, the one with the pikachu or the one with the larvitar.
